• retire issue-localize and reconcile the cloud-boundary contract (#651) Epic vergil-project/.github#148's relay tooling (vergil-tooling v2.1.143) makes the cloud->Mac handoff work without regenerating PR metadata locally: report-ready pushes a world-readable relay ref, and vrg-submit-pr accepts a positional branch list to open PRs worktree-free from the relayed ready-state.

Remove the issue-localize skill and fix every reference: - delete skills/issue-localize/SKILL.md - README + docs/site skills index: drop the issue-localize row/section; note issue-implement now covers cloud VMs too - issue-implement SKILL.md: add a Cloud/remote relay-handoff section (report-ready pushes the relay ref; human runs vrg-submit-pr ...; --notes must carry no secrets since the ref is world-readable) - plugin CLAUDE.md: add a cloud-session on-ramp describing the relay handoff
