Add an 'Ad-hoc epic archiving' subsection describing per-quarter archive epics (Epic (ad hoc): — -Qn), closedAt-quarter bucketing, past-closed/current-open lifecycle, the idempotent dry-run vrg-adhoc-epic archive subcommand (--repo/--all-in/--apply), and the two automation call sites (issues.closed rollup and the daily vrg-epic-audit --close sweep). Cross-link from the perpetual-epic definition and the compliance invariant.
