• strip stale baseline comments on bootstrap (#2940) Bootstrap now drops the monolith/repo-init comment scaffolding (section headers + the 'single source of truth' preamble + the #322 append header) alongside the managed patterns, and normalizes blank lines, so a converted repo's fence lands clean with only genuine repo-local content beneath it.
