  • add freeze and fail-closed notes to the vrg-reword and vrg-hook-guard entries (#3798) vrg-reword now notes that it refuses a reported-ready (frozen) branch and that vrg-pr-workflow unfreeze is the way back, linking the vrg-pr-workflow freeze description. vrg-hook-guard now notes that it fails closed on hook input it cannot parse or check, linking the fuller section in hooks/pre-commit.md, and its attribute table records the exit code 2 refusal. Ref #3776.

Task 7 of epic vergil-project/.github#558 (#3728). Delete the previous-template data files, the bridge and the legacy no-marker CLAUDE.md path: the previous shapes are now plain DiffItems. Add _check_claude_md_length (local.claude_md_length, CLAUDE_MD_MAX_LINES = 200, counted as len(text.splitlines())) and _check_agents_md (local.agents_md, fails whenever AGENTS.md exists). Retire normalize_claude_ref and the now-unused marketplace constants. Update the config-audit, ownership and dependency-update docs.
