  • note that validate-custom runs in PR CI as quality / custom (#726) From vergil-actions v2.1.58 the repo's custom validator, scripts/bin/validate-custom, runs in PR CI as the quality / custom job, with its log kept as quality-custom.log in the quality / evidence artifact. Document that in the CLAUDE.md Validation section. Ref vergil-project/vergil-claude-plugin#725.

  • add paad usage policy and deviations register (#736) Add docs/paad-policy.md with the seven policy sections for epic vergil-project/.github#500 (version, report files, paad/security, paad/config, handoff, existing reports, deviations register seeded from spec section 6). Add a paad:handoff scope note to the handoff skill and a pointer in CLAUDE.md outside the canonical template region.

  • route deferrals to the deferred queue in intake-review, epic-create and issue-implement (#733) Defer in intake-review now moves the item into the deferred queue and requires --reason and --revisit-when; leaving an item in intake is the no-route outcome. epic-create accepts a deferred issue as an entry point and points deferral at the defer route. issue-implement refuses an item under an epic + deferred parent in preflight. intake-capture, the skills index and CLAUDE.md describe the third queue. Part of vergil-project/.github#508.

  • add the deferred-review skill (#734) New deferred-review skill (Task 6 of epic vergil-project/.github#508). It lists the deferred queue with vrg-queue deferred, re-checks each item's Revisit when: conditions against the current state, and recommends keep, refresh, revive (intake, planning, or one-off) or drop in batches of 4, applied with vrg-intake-route. Adds its row and section to the skills index.

  • add planning-review skill to pick what to plan next (#735) Ranks the planning queue with the human, surfaces in-progress items, and hands picks to epic-create; defers, drops, or leaves the rest via vrg-intake-route. Core rule: plan an epic only when you mean to implement it soon. Task 7 of vergil-project/.github#508.
