  • add the paad review doctrine (common core and mode 1) (#795) Create docs/paad-review-doctrine.md: the common core (rules, classification with the vrg-trusted-authors rule, the only copy of the severity table, signals), mode 1 for design review in epic-create with the validated reviewer prompt template, and a mode 2 stub. Point docs/paad-policy.md at it in a new section 8 and add the four mode 1 rows to the deviations register.
